Social Security Reform: Lindiwe Zulu WITHDRAWS green paper

Social Development Minister Lindiwe Zulu has withdrawn the green paper on a controversial social security plan which would have seen employers and employees pay as much as 12% of their earnings towards a state-run fund.


The minister confirmed in a gazette published on Tuesday, 31 August 2021, that the green paper had been rescinded but gave no reasons as to why.


“I, Lindiwe Zulu, Minister of Social Development, hereby withdraw the publication of the Green Paper on Comprehensive Social Security and Retirement Reform (2021) published for public comment on 18 August 2021 under Government Gazette No. 45,000, volume No. 874,” she said.


The South African reached out to the Department of Social Development for comment on the withdrawal, but was unsuccessful.


Social security green paper scrapped


The green paper on Comprehensive Social Security Aad Retirement Reform was published on 18 August. Among its proposals was a universal income grant for the working age population to lift them out of poverty, regulatory reform of the pensions and a road accident benefit scheme.


“There are no provisions to address the plight of individuals who have no income but do not meet the means test criteria to receive social grants (the 18 – 59 age group challenge). The expectation that this group would derive their income primarily from selling their labour has proven to be ineffective in the context of persistent, long-term and structural unemployment,” the paper says in part.


The proposal was met with fierce opposition from workers unions, including threats of court action from Solidarity.


“Workers in South Africa are tired of seeing their hard-earned money being wasted by the state. At best, the state is just inefficient and clumsy, but more often funds like this and the NHI are simply an excuse for looting and corruption,” Solidarity’s CEO Dirk Hermann said.

WATCH: ‘I should have listened to my mother,’ says Khanyi Mbau’s man

Khanyi Mbau’s boyfriend, Kudzai Terrence Mushonga is disappointed that the couple’s vacation in the United Arab Emirates (UAE) didn’t end so well. The Zimbabwean businessman did not hold back in a recent Instagram Live session, questioning why Mbau decided to return home without telling him a word.


Mushonga had said earlier that Mbau went missing during their holiday, after dropping her off at a hair salon in Dubai. This prompted some panic among South Africans who expressed their concerns for the media darling’s safety.


Mbau later confirmed on Tuesday, 31 August 2021, that she is safe and had returned to Johannesburg, without giving further details.


In the Instagram Live, Mushonga expresses his frustration over the situation, but adds he still loves her.


“After all we’ve been through together, I don’t know if this is the part where we’re breaking up or there was something urgent that I didn’t have to know. So all this time I’m going crazy, my own girlfriend is on a flight back to Joburg. We didn’t fight, we didn’t argue the same day that she left. I thought I’m just honestly sending a message. I should have known …things that I did just to make my woman happy, I don’t know if this is love, but if it’s love, it hurts,” said Mushonga.

Pankaj Tripathi to start shooting for Oh My God 2 from today; Akshay Kumar back as Lord Krishna

Over the last few months, there have been talks about the developments around Oh My God 2 featuring Pankaj Tripathi in lead with Akshay Kumar getting back to play the character of Lord Krishna. Bollywood Hungama was the first to reveal that Yami Gautam was signed on to play the female lead of the much awaited Oh My God sequel. "Director Amit Rai commences shooting for the ambitious social comedy today in Mumbai with Pankaj Tripathi. The actor will be canning his solo sequences over the next few days and will then be joined by Yami Gautam, who plays the female lead. Akshay Kumar will start his work in October," said a source Bollywood Hungama, adding further that Akshay has allotted 15 to 20 days for his track of Lord Krishna in Oh My God 2.


Oh My God 2 is produced by Ashwin Varde with Akshay Kumar himself. The duo is supremely excited for this film. "They are aware about the cult following of Oh My God and have been working for last decade to get the script right to take the story forward. They amicably decided on the sequel only on being satisfied that the script was better than the first part. The treatment and subject will surprise the audience," the source informed us.


Akshay Kumar also has films like Ram Setu, Raksha Bandhan under his kitty, which he will be shooting over the next few months, thereby being the busiest actor of B-Town.

Pathologist expected to testify at re-opened inquest into Hoosen Haffejee’s death


Pathologist Dr Shakeera Holland is expected to testify on Wednesday in the re-opened inquest into the death of anti-apartheid activist Dr Hoosen Haffejee in police detention in 1977.


Haffejee’s body was found hanging from his cell door at the Brighton Beach police station in Durban.


Magistrate Trevor Blunden ruled in the initial inquest in 1978, that the numerous injuries on Haffejee’s body had no bearing on his cause of death – which he found to be hanging.


Holland is one of two pathologists who re-examined the original medical evidence.


The Haffejee family contends that the 26-year old anti-apartheid activist was strangled and that he could have died from the injuries sustained while being tortured.


The inquest is being conducted by Judge Zaba Inkosi in the Pietermaritzburg High Court.

US agency says Tigrayan forces looted aid warehouses in Ethiopia’s Amhara region


Forces from Ethiopia’s Tigray region in recent weeks looted warehouses belonging to the US government’s humanitarian agency in the Amhara region, USAID’s mission director in Ethiopia said on Tuesday.


War broke out in the mountainous region last November between Ethiopian troops and the Tigray People’s Liberation Front (TPLF), which controls the region.


The conflict has killed thousands and caused a humanitarian crisis.


After retaking control of most of Tigray in late June and early July, Tigrayan forces pushed into the neighbouring Afarand Amhara regions, displacing several hundred thousand more people from their homes.


“We do have proof that several of our warehouses have been looted and completely emptied in the areas, particularly in Amhara, where TPLF soldiers have gone into,” mission director Sean Jones told state broadcaster EBC in a televised interview.


“I do believe that the TPLF has been very opportunistic,” he added.


Representatives for the TPLF and Prime Minister Abiy Ahmed’s office did not immediately respond to requests for comment.


“Any interference or theft of humanitarian aid is unacceptable and prevents critical assistance from reaching people in need. Unfortunately, since the beginning of the conflict in northern Ethiopia, we’ve seen instances of looting from all parties,” a USAID spokesperson said.


Up to 900 000 people in Tigray are already in famine conditions, while five million others are in desperate need of humanitarian assistance, USAID estimates.


For the first time in nine months of war, aid workers this week will run out of food to deliver to millions of people who are going hungry, the head of USAID said last week, blaming the government for restricting access.


The Tigrayan forces and the federal government have repeatedly traded accusations of hampering the flow of aid.

Northern Nigerian states limit fuel sales, markets to curb insecurity


Four states in northwestern Nigeria have implemented limits on fuel sales, weekly markets and movements via motorbikes in an effort to curb banditry.


Katsina, Niger, Zamfara and Kaduna have each put in place restrictions this week, such as bans on fuel sales in jerry cans and transporting firewood across the state, to stop armed gangs who frequently travel by motorbike, camp out in forests and who have kidnapped hundreds of people in recent months.


“Government has condemned in strong terms the degree of carnage and mayhem bandits and kidnappers are causing to some parts of the state and reiterated its continued determination to rid the State of any security threat,” Ahmed I. Matane, secretary to the Niger state government, said in a statement on Tuesday.


More than 1 000 students have been taken from schools across the northwest in an epidemic of kidnapping since December, while roads, private homes and even hospitals have become targets for armed robbery and kidnapping.


The federal government has said it is winning the war against banditry, but security agencies have struggled to contain the violence.


Last week, gunmen killed two Nigerian military personnel and abducted another in an attack on an army training college in Kaduna state.

Katsande was reportedly on his way home after making his debut for new club Sekhukhune United against Chippa United.

Katsande, 35, who joined Sekhukhune after leaving Amakhosi after a decade in the off-season, opened a case of common assault and malicious damage to property at the Honeydew police station.


According to Willard Katsande’s statement to the police, the altercation was allegedly sparked by a man in a white Ford EcoSport who showed him the “middle figure” while driving on Hendrick Potgieter and Peter roads.

“White male came out of his vehicle and hit me with his fists on my head. He also break (sic) my right window and right side mirror on my vehicle. He hit my vehicle with his foot on the side. The total value of the damage is R50 000,” read the police statement, according to City Press.


Despite the incident Katsande still featured for Sekhukhune as a second half substitute in their 2-0 win at Maritzburg United last week.

Ronaldo completes medical ahead of Man United move – Sky Sports


Cristiano Ronaldo completed a medical in Lisbon over the weekend ahead of his return to Manchester United and he has agreed personal terms on a two-year contract with the Premier League club, Sky Sports reported on Monday.


United said last week they had agreed a deal to re-sign Ronaldo from Juventus after he told the Serie A club he had no intention of staying, but the transfer was still subject to the agreement of personal terms and a medical.


The clubs have yet to confirm the Portugal forward’s transfer. The Premier League’s summer transfer window closes on Tuesday.


Sky reported the fee agreed for the 36-year-old Portuguese was around 15 million euros ($17.70 million) plus a further eight million euros in add-ons.


United manager Ole Gunnar Solskjaer was relishing Ronaldo’s return and said on Sunday that the announcement would be made once the paperwork was done.


With the league paused for the international break, Ronaldo is expected to play his first game when United host Newcastle United at Old Trafford on September 11.


Ronaldo won eight major trophies at United from 2003-2009, and the Ballon d’Or as the world’s best player in 2008, before sealing a then-world record 80 million-pound ($110.1 million) move to Real Madrid.

KwaZulu-Natal: Boy (7) assaulted with sjambok, forced to eat dog

The South African Police Service (SAPS) in KwaZulu-Natal (KZN) is on a search for the relative of a seven-year-old boy who was attacked with a sjambok and forced to eat a dog.


The incident took place in Qakwini, Mtubatuba. It was the neighbours who were concerned and called the provincial department of social development to intervene in the matter. The department’s spokesperson has been taken to a place of safety and currently receiving psychosocial support.


“We heard that the dog died and then this guy arrived he took the sjambok and started assaulting the seven-year-old, accusing him of being the one who killed the dog. He forced him to eat the flesh of that dog, but one of the neighbours who noticed that she actually came to the rescue of the child.”


“This act is disgusting. People who abuse children can never be tolerated. The child has since been moved to a child centre by our social worker. He is getting all the support he needs. The social workers will also remain with that family as it appears that all of them have been suffering abuse and need the department’s intervention,” he said.


KZN police probing abuse case


KZN police spokesperson Nqobile Gwala says they’re investigating a case of assault with the intent to cause grievous bodily harm. For now, the young boy’s relative, who they believe is responsible for the abuse, is nowhere to be seen.


“Allegedy, a seven-year-old boy was assaulted with a sjambok by a relative while at his home in Qakwini area. The matter is still under investigation. Police are still investigating the allegation that the suspect forced the minor to eat a dead puppy,” Gwala said.


The provincial department of social development has called on law enforcement officials to leave on stone unturned in tracking the suspect and bringing them to book.

COVID-19: Vaccines work well against new C.1.2 variant, says NCID

The National Institute for Communicable Diseases (NICD) has moved to allay fears surrounding the newly-discovered C.1.2 COVID-19 variant, assuring South Africans that vaccines would still be effective against it.


“It remains a low minority variant in SA right now. Also, while it does have some mutations that concern us, it also has many that are familiar to us as we have seen them in the Beta and Delta variants too. This means we do have an understanding from earlier studies of what we can expect from how it will behave in terms of vaccines,” said the NICD’s Prof Penny Moore.



“Those experiments are ongoing and we can’t say definitively that the variant is more or less sensitive at this point … but despite the emergence of such variants, all the vaccines maintain efficacy against severe disease and death. We have considerable confidence that the vaccines rolled out here will protect against severe disease and death.”

“All of the vaccines should happily manage to maintain the efficacy against severe disease and death. The most important thing that we want to emphasize in this press briefing, is that the C.1.2 variant is presenting at very low levels,” she also said.


COVID-19: C.1.2 variant likely to drive fourth wave


At the same briefing on Monday, 30 August 2021, the NICD’s Dr Jinal Bhiman, says while the Delta variant has driven the third wave of infections in the country, the C.1.2 could become the dominant variant in the fourth wave, which is predicted for October.


“We’ve identified about 109 genomes that belong to the C.1.2 variant in South Africa. It has the potential for concern because it has all the mutations that are shared with the other variants of concern,” Bhiman said.


She added that the C.1.2 variant was of particular concern mainly because it has accumulated quite a few mutations since it was first detected back in May, during the peak of the third wave of COVID-19 infections.
